Poland at the forefront of the European Digital Resilience Index (EDRIX)
Poland ranked 9th in the latest European Digital Resilience Index (EDRIX), scoring 5.98 points – above the EU average (5.17). The ranking measures the ability of countries to create their own, deploy and use technologies and their digital resilience.

The highest rated countries were: Germany (7.80), the Czech Republic (6.89) and Sweden (6.80). Malta (2.76) closes the list.
EDRIX
The index, published since September 2025, is expressed on a scale of 0-10 and covers five areas: public policy, developer ecosystem, bottom-up implementation, resilience of private sector digital infrastructure, resilience of public sector digital infrastructure.
EDIX is diagnostic – it allows you to identify both the strengths of States and their structural weaknesses in the area of digital sovereignty.
Different countries – different advantages
According to results of the index published this year, no country dominates in all areas.
In individual areas, the leaders are:
- public policy: Germany, Sweden, France, the Netherlands;
- developer ecosystem: Estonia, the Netherlands, Luxembourg;
- bottom-up implementation: Finland, Germany, Poland;
- resilience of private and public infrastructure: Czech Republic, Austria, Hungary, Germany.
The diversity of outcomes highlights the multidimensional nature of digital resilience and the need to strengthen multiple competences in parallel.
Poland scores high in three areas: bottom-up deployments – 7.40 (in amongst others, the dissemination of Linux systems and open source browsers); private sector resilience – 7.54 and public sector resilience – 7.97. Weaker results concern: public policy – 5.00 and developer ecosystem – 1.99 (small community of developers, few native solutions in the EuroStack Directory).
Europe on the road to digital sovereignty
Germany, the leader of the ranking, achieved the maximum result in public policy (10) and a high level of bottom-up implementation (9.43), but has a relatively weaker human resources potential (3.51). The Czech Republic, on the other hand, stands out as a leader in the resilience of private and public infrastructure (10), although, like Poland and Germany, it has a low score in developing its own technologies (2.83).
EDRIX and export development
Poland’s high score in the EDRIX index shows that the country has a solid digital foundation that can support the export of innovative services and products. Strong infrastructure resilience and efficient technology deployments increase the trust of foreign partners.
At the same time, the low score in the developer ecosystem indicates the need for further development of domestic innovations. Strengthening technological competences and better State support can help Polish companies compete more effectively on international markets and fully exploit Poland’s digital potential.
Index in development
EDRIX remains a growing tool. Some indicators, including the number of sovereign technologies in the EuroStack Directory, may reflect countries’ past engagement in European digital sovereignty initiatives to a greater extent than their current capabilities. Nevertheless, the index provides valuable guidance for public policies and helps assess the strategic position of countries in the digital dimension.
